I accidentally found out that the pirates in the ice dungeon, or where you mine blurite, drop law runes as a common drop. If anyone trying for law runes asks the fc what to kill for law runes; pirates are highly recommended.

Hmm, my friend tested this a few months ago and got this result from 1000 pirate kills:
May he was just extremely unlucky then
(edit) Just checked wiki and yea, the laws are supposed to be common! Weird
